Urban Praxis is part of the coalition agreement 2021
The Initiative Urbane Praxis is mentioned in the coalition agreement published today! And there is more: the Urban Praxis Project Fund is also going to be consolidated, some of the Urban Praxis projects have been named, a cultural cadastre is to be created, a building exhibition is to be developed and a few more points are part of the agreement as well.

We want to strengthen the Initiative “Urbane Praxis” through interdepartmental cooperation and to develop corresponding funding instruments.

We will continue to support civil society involvement in large housing estates and continue the BENN projects (Berlin Entwickelt Neue Nachbarschaften – Berlin develops new neighbourhoods).

Together with Brandenburg, the architectural chambers and civil society initiatives, the coalition will discuss the implementation of a building exhibition that will become a platform for socially and ecologically exemplary neighbourhood development, innovative administrative action and cooperative urban and regional planning in the Berlin-Brandenburg capital region and the districts.

The Rathausblock/Dragoner Areal will be further developed as a model project for a social and ecological residential and commercial quarter and the cooperation formats will be continued. We will implement the model project “Dauerhafte Bindungen” (“Permanent Bonds”), which has already been secured in the 2021 budget. We will also examine the extent to which a model, long-term bond of social housing by means of heritable building rights is possible beyond the regular funding period, in distinction to municipal full ownership, with the aim of a long-term mixed neighbourhood development.
The coalition continues the policy of cooperative urban development on selected state-owned properties such as the Haus der Statistik, the Rathausblock and the Wiesenburg and further expands cooperations with the urban community in the development of new locations. The Runde Tisch Liegenschaftspolitik (round table on real estate policy) will be continued. We are looking into setting up a task force for threatened spaces of Berlin’s mix and socio-culture to deal with urban development challenges and conflicts.

In the first 100 days, a project-specific report will be presented on all major ongoing projects in the new urban districts, in the cooperative building land model, at the municipal housing associations as well as at private developers, in order to create transparency, sharpen objectives and identify problems and solutions.

Berlin needs a cultural cadastre and binding criteria to enable interim cultural use in vacant state properties. For the funded cultural institutions, the coalition will secure in the long term infrastructures that are necessary for operations, such as rehearsal stage centres and central depots. Based on the results of a building scan, the coalition will examine with the districts a renovation and development programme for the district’s cultural infrastructure.

The coalition wants to provide decentralised and low-threshold cultural offerings throughout the city. Libraries as “third places” are to be expanded and strengthened city-wide. The library development planning will be implemented step by step with special attention to sustainability aspects. This includes a library law to be worked out in conversation with the actors, which secures the library supply. For district cultural work, the coalition will develop and set minimum professional, financial and personnel standards as fixed planning parameters with the districts. Culture should be a binding component in updating the Social Infrastructure Concepts ((Soziale Infrastruktur-Konzepte – SIKos).
