In a vibrant democracy, shouldn’t every citizen be of paramount importance? Shouldn’t there be more social communication, more dialogue, and more negotiation between different voices and interests, especially when it comes to culture? Shouldn’t citizens be able to participate more proactively in decision-making—or better yet, decide together what art shapes their living environment? But how do citizens become clients? The answer lies in the method of the New Clients, the first program for contemporary art commissioned by citizens, which was founded in France in 1992. Today, more than 30 years later, this idea has brought tens of thousands of people together.
